Tree Protection Hoarding in Whitby
Built to the Town of Whitby’s Tree Protection Requirements and accepted by the Town’s Landscape Inspector before work starts.
What Whitby requires
Whitby sets its rules in the Town’s Tree Protection Requirements (2020). They require:
- Standard barrier (Detail 700): light-duty fencing wired to 2.4 m steel T-bar posts, spaced no more than 1.2 m apart.
- Heavy-duty barrier (Detail 701): plywood at least 1.2 m high and 19 mm thick, on T-bar posts or a 2×4 frame, where fill or excavated material will be stored near a protection zone.
- Where it goes: at the edge of the tree protection zone or the drip line plus 1.0 m, whichever is greater.
- Sign: at least 40 × 60 cm, weather-resistant, on each side of the fencing and no more than 20 m apart, identifying the Town of Whitby Tree Protection Zone.
- Before work starts: the Town’s Landscape Inspector confirms and accepts the fencing on site, and the arborist certifies in writing that it’s installed before demolition, building or site alteration permits are issued.
- Removing a tree: needs prior written approval from the Town, and any change to the approved Tree Protection Plan needs Town authorization.

Whitby FAQ
Does my neighbour’s tree count?
It can. Whitby’s inventory covers trees 10 cm DBH and larger on adjacent property within 6 m of the boundary.
Who checks the fence?
The Town’s Landscape Inspector confirms and accepts it on site, and the arborist certifies it in writing before permits are issued.
Do you build to the arborist report?
Yes. We build what the arborist report states: the protection zones, the barrier type and any extra measures it calls for. Where the report asks for more than the City minimum, we build to the report.
Can you recommend an arborist?
Yes. If your permit needs an arborist report or Tree Protection Plan and you don’t have one yet, tell us when you get in touch and we’ll recommend an arborist.
From the municipality’s own documents
